Position Summary


The Paula J. Carter Center on Minority Health and Aging is seeking an innovative, creative and expressive individual with a passion for working with seniors to fill the position of Health Education Program Manager. The Health Education Manager will be responsible for managing

and shaping programs that generate health education for people living in Missouri age 55 and

older, targeting limited resource, ethnic minority, older adults in marginalized rural and urban communities.


Essential Functions, Duties, and Responsibilities


  • Creating and implementing health education and research programs related to and influenced by social determinants of health and health equity
  • Designing programs and implementing curricula that increase health literacy among seniors to include health management
  • Leading the center in advocating for the health needs of the target audience and creating pathways to working with other advocacy groups in Missouri
  • Expanding the outreach of the center to another underserved or unserved group each year, determined by special needs or cultural and demographic trends in the state
  • Fundraising that moves the center toward fiscal sustainability, developing multiple streams of funding, including non-traditional sources, and securing grants
  • Establishing and strengthening program partnerships and collaboration with, and serving as liaison between federal, state, local and private entities, such as the Department of Health and Senior Services, faith-based organizations, cultural and minority associations, etc.
  • Complying with all Extension, federal, state and university reporting requirements, to include reports on status of accomplishments and impact and monthly and annual reports
  • Developing strategies for the dissemination of information, providing public relation services and resources to the target audience and other stakeholders - will include using social media and organizing outreach programs (conferences, health fairs, health screenings, etc.)
    • Producing a quarterly newsletter, as well as other periodicals and publications, including ten (10) fact and/or guide sheets annually
    • Developing assessment tools and program evaluation instruments
    • Managing a program budget as well as the budget(s} of any secured extramural funds
    • May supervise support staff, students, other educators and volunteers
    • May require working on weekends and evenings; will require traveling around and outside of the State of Missouri. Typical work hours are 8 am-5 pm during regular class session; 7:30 am - 6 pm during the summer

    Knowledge, Skills, and Abilities

    Required: Knowledge of health education and programs, time management, teaching, organizational and teamwork skills; exceptional oral and written communication skills; ability to travel in and around the state; computer proficiency to include Microsoft Office - Excel, Word

    and Outlook


    Preferred: The ability to read, speak and understand Spanish


    Education and Experience

    Required: Master's degree from an accredited university in health education, health promotion, community health, school health education, health studies, nutrition, health behavior, public health, nursing, social work, family/human studies (focusing on health}, or a related field.

    Three (3) or more years of experience working with low-income, ethnically diverse individuals from marginalized communities in informal group settings; experience working with issues of concern to minority people age 55 or older and a minimum of two (2) years of experience working as a program manager.


    Preferred: Experience conducting education sessions via distance learning on virtual platforms; experience teaching and developing audience contacts with social media


Physical Requirements

  • Physical agility, to include ability to maneuver body while in place
  • Physical strength to handle routine office materials and tools
