Facilities Engineer
- PURPOSE OF THE JOB (What are the end results or objectives of this position? Why does the job exist?)
To represent the University's interests regarding all new construction projects, renovation work, extensive maintenance, preventative maintenance and related design work as well as coordinate with both internal and external concerns regarding these projects, including financial record keeping, budgetary matters and policies.
- ESSENTIAL FUNCTIONS AND RESPONSIBILITIES (What duties are required for the position to exist? Estimate the percentage of time spent in each.)
15% Perform varied technical and detailed work related to remodeling, design, construction, maintenance, and preventive maintenance of new and existing facilities and equipment.
15% Assist in selection of outside Consultants for construction and renovation work, as well as work with Consultants during program development, design development, schematics, technical specifications and working drawings, bidding documents, bidding process and review, and project management.
10% Perform inspections of construction projects and make decisions regarding problem areas.
20% Conduct pre-construction conferences, and walkthroughs, bid openings, preconstruction conferences, scheduling, and coordinate examinations and utility access requirements for construction projects.
5% Research and publish the State Land and Buildings Survey (LABS), Emissions Inventory Questionnaire (EIQ), Capital Improvement (Cl) Budget Requests, and other State and Federal reports on an annual basis.
10% Serve as University contact person regarding communications with outside Consultants, Contractors, and State, Federal, and local authorities. This includes all facility ADA related incidents.
10% Maintain schedules and budgets for construction, renovations, repairs, and maintenance projects.
10% Research and provide information needed by Director or Vice President relating to construction projects, budgets, equipment maintenance, and other items as needed.
5% Perform duties related to land acquisition and disbursement and maintain records of University owned real property.
- OTHER DUTIES AND RESPONSIBILITIES (Responsibilities/ important duties performed occasionally or in addition to the essential duties of the position.)
Assist with all activities related to University property, such as Commencement, Homecoming, special events, registration, etc., including public relations events and community projects.
Other duties as assigned by Director or Vice President.
- SUPERVISORY RESPONSIBILITIES (Provide the number and type of employees supervised, level of authority to hire and fire to make recommendations.)
Work involves limited or no direct responsibility for supervising other University employees, but does involve oversight of contractor, subcontractor, consultant, architect, engineer, and other third party/outside workers.
- KNOWLEDGE AND SKILLS (Indicate which are required, preferred, or desirable.
Include licenses and certificates.)
Education and experience in construction, building engineering, architecture, engineering, mechanical engineering, civil engineering, bachelor's degree in engineering or related field required, and (2) two years minimum experience in construction field preferred.
Work requires in-depth knowledge of a specific area or a broad knowledge of several related field, plus extensive experience in applying it. Work involves frequent technical problem solving and decision-making. Even when Consultants are utilized, the job requires a strong working knowledge of the subject matter and the ability to offer timely and appropriate alternatives to unique situations. Work decisions have a major impact on other departments and overall operations and activities.
- FISCAL RESPONSIBILITY (Budgeting responsibilities, approval privileges on purchase orders and check requests, reporting and auditing functions).
Work involves recording of all information relative to construction, renovation, and extensive maintenance activities on campus, including all budgets, purchase orders, pay requests, certified payrolls, and other related activities. Responsibilities include all University Main Campus and Farm facilities and grounds - projected values are in the hundreds of millions of dollars. Responsibilities involve local. State, and Federal budgets in excess of twenty million dollars.
Work also involves State and Federal reporting as required by statutes, such as the Emission Inventory Questionnaire (EIQ), the Land And Building Survey (LABS) report. Capital Improvement Budget Request, and several other reports and records. This office is sole source for the creation and maintenance of these reports.
- EXTENT OF PUBLIC CONTACT (within and outside the University)
Constant contacts are made with employees and supervisors in other departments, the general public, and/or external agencies and organizations. Work involves interpersonal relationships for the purpose of exchanging technical, important or sensitive information where discussion, interpretation and explanation may be required. Tact and diplomacy are required. Frequent contacts with outside organizations including consultants, architects, engineers, contractors and subcontractors. State, Federal, and local officials. Contacts with Board members, the President and Vice Presidents, Deans, etc., are required on a frequent basis to gather input and general direction regarding programmatic intent of a project.
- PHYSICAL DEMANDS (Walking, lifting, equipment, operation, etc.)
Work involves on-site observation and investigations that require ability to crawl in tunnels, walk on roofs, use ladders and scaffolding, as well as having a working knowledge of how the operations of various mechanical equipment works.
- WORKING CONDITIONS AND ENVIRONMENT (i.e., necessary travel, unusual work hours, unusual environmental conditions, etc.)
Work includes limited necessary travel, many unusual or extensive working hours, and can involve exposure to hazardous material and disagreeable elements such as noise, temperature extremes, dust, fumes, etc. There are also factors such as duration and intensity of the mental/visual demands which induce mental fatigue or visual strain. Qccasionally there may be manual dexterity involved. There is also continual, extracting pressure to meet deadlines.
