Director of Facilities and Planning

Position Summary

The Director of Facilities and Planning is responsible for planning, design, maintenance, cost analysis, feasibility studies, and administration for all new construction, renovation, or modification of existing infrastructure on Lincoln University's campus.

This position supports the administrative, academic, residential housing, athletics and various other departments with their facility needs in an on-call capacity. As an 1890 Land Grand institution, the Director also supports the Farm Manager with facility and grounds related projects on three farms and supports the facility needs at the various university extension offices around the state.

Essential Functions, Duties, and Responsibilities

  • Assist Consultants and Contractors with program development, design development, schematics, technical specifications and working drawings, bidding documents, bidding process and review, and management.
  • Perform varied technical and detailed work related to remodeling, construction and maintenance, preventative maintenance of new and existing facilities and equipment.
  • Conduct research into program development, develop preliminary designs and schematics, write technical specifications, working drawings, and bidding/selection documents, write legal advertisements, conduct bidding/selection processes and review, and project management, and prepare necessary paperwork to facilitate these operations (including local/state/federal documents).
  • Conduct pre-construction conferences, walk-throughs, bid/selection openings, scheduling and coordination of utility access requirements for construction projects. Inspect construction projects and make recommendations/decisions regarding problem areas.
  • Ensure federal, state, and local regulations and reporting are being fully met for all projects.
  • Ensure facility and grounds related projects end on-time and within budget.
  • Prepare bid specification for the performance of such work by contractors, coordinate all work being done with university facilities.
  • Research and publish the State Land and Building Survey (LABS), Capital Improvement (CI) Budget Requests, and other State and Federal Reports annually.
  • Plans for and directs maintenance, rehabilitation and repair work involving alterations to facilities.
  • Evaluates repairs and service requests and make inspections to determine the need for actual and preventative maintenance.
  • Responsible for oversight of facility related contracts and contractors; improves related invoices.
  • Responsible for development, requests, and managing annual facilities budget.
  • Administrative oversight of various facility related systems (electrical, fire safety, building access, environmental controls).

Knowledge, Skills, and Abilities

  • Work involves frequent technical problem solving and decision-making skills.
  • Knowledge of principles and processes involved in business and organizational planning.
  • Knowledge in the use of management information systems.
  • Able to communicate effectively both orally and in writing.
  • Ability to manage staff with diverse skills.
  • Ability to prioritize tasks in a fast-paced environment, develop communication strategies, and work with internal and external stakeholders.
  • Strong analytical and problem-solving skills.

Education and Experience

  • In depth knowledge and experience in construction, building engineering, architecture, engineering, mechanical engineering, civil engineering, or a broad knowledge of several related fields.
  • Strong working knowledge of the subject matter and ability to offer timely and appropriate alternatives to unique situations.
