Chief Information Officer

Position Summary

Provides executive leadership and strategic vision for the institution's information technology assets, infrastructure, application development, system/software maintenance and services. Responsible for current IT resources and planning for the future of computing in higher education. Must have full appreciation of transformational impacts of technological innovation on research, teaching, and administration of higher education and the ability to clearly communicate the implications of technological trends to university leadership, faculty, staff, and students.

Responsible for bridging a technological leadership gap and bringing vision, tactical management skill and the will to reform where needed. This individual should be capable of anticipating evolutionary pathways of new technology and identifying new uses of information and technology that will enable Lincoln University faculty, students, and administrators to fully capitalize on technological advances.

Essential Functions, Duties, and Responsibilities

  • Provides leadership and vision in financial issues, operating procedures/programs, and technical planning for information technology services.
  • Supervises information technology services, client services, infrastructure services and projects/programs, and application services staff to ensure technology needs are meeting customer and stakeholder needs.
  • Responsible for IT project management and/or supervision of project management to ensure projects are properly scoped and end on time and within budget.
  • Manages staff of professional and technical staff, managed service providers (MSPs), vendors, contractors and consultants.
  • Works closely with other information technology resources and university departments to coordinate ITS client support services.
  • Oversees the operational activities of multiple information technology and telecommunications systems and services in alignment with business objectives of Lincoln University.
  • Plan, design, coordinate, implement, and support effective technology-based systems and services university-wide.
  • Develops and monitors standards, service level agreements and service support procedures and workflows to ensure customer-focused processes with procurement staff support.
  • Maintains an inventory of all IT infrastructure equipment, software and IT systems used along with tracking and managing the ongoing and one-time costs with support from purchasing and accounting.
  • Ensure decisions are guided by university rules, regulations, funding requirements, board decisions and administrative functional strategy and objectives.
  • Develops and executes functional or departmental strategy and operating policies to achieve key university objectives.
  • Participates in the activities required to plan, design, coordinate, implement and support cost-effective technology-based systems and services. Recommends the software and hardware standards of Lincoln University for staff, faculty, and students.
  • Identifies, defines acceptable and practical IT-related risk by defining and implementing controls and policies.
  • Establishes and maintains a university-wide information protection and cyber security management program to ensure that information assets are protected.
  • Identifies, evaluates, and reports on information security risks in a manner that meets compliance and regulatory requirements, and aligns with and supports the risks posture of the University.
  • Other duties as assigned.

Knowledge, Skills, and Abilities

  • Requires broad and comprehensive understanding of different systems, theories, and practices to drive performance.
  • Knowledge of information systems and their applications and an understanding of applicable federal and state laws required.
  • Strong leadership and communication skills with an ability to work with members of the University community in a collaborative and empathetic manner.
  • Demonstrated knowledge of technical and service developments for new capabilities and in-depth knowledge of operational needs and solutions.
  • High degree of awareness of the evolving threat landscape and IT security awareness of priorities and activities across the University.
  • Applies an in-depth knowledge and expertise of how function/department integrates with other functions or departments.
  • Ability to balance the priorities of security strategies with university strategies and business needs.

Education and Experience

Required Qualifications:

  • Bachelor's degree in computer science, Engineering, Information Technology, Mathematics or a related field OR ten years of leadership experience in technology planning and execution.
  • Six years of IT project management experience.
  • Three years of supervisory experience.

Preferred Qualifications:

  • Preferred: Masters or doctorate degree.
  • Preferred: Experience with Ellucian Colleague and related Ellucian products.
  • Preferred: Strong IT management, project management, and planning skills.
  • Preferred: Experience working with delivery of online instruction and training.

Physical Requirements

  • Light sedentary office work.
  • Prolonged periods of sitting at a desk and working on a computer.
  • Ability to lift up to 25 lbs.
